Regulatory Circular 28/2009, which came into force on 20th October 2009, includes recommendations regarding criteria applicable to metal safety barriers and a list of systems recommended for the Spanish road network.

| • It is applicable to design standards both for new build roads and for the rehabilitation of existing roads. |

• It recognises the efficiency of metal safety barrier installations currently in service, which when necessary can be repaired or replaced with elements or systems similar to those already being used. The specifications set out in the new Regulatory Circular should, however, be complied with whenever it is technically and economically viable to do so.

• It supersedes the installation and positioning criteria established in Regulatory Circular 321/95 T and P and its attached list, and all previously authorized systems.

• From the date the circular came into force until  certification becomes obligatory (1/1/2011), only the systems included in the attached list or different systems bearing marking may be used, and in both cases these must comply with the provisions and specifications set out in the Circular.

• Once the new standard comes into force, only metal safety barrier systems with marking may be used.
